Commercial Property Owners
April 2008 will see the introduction of new regulations for Energy Performance Certificates (EPCs) in respect of commercial buildings and for Display Energy Certificates (DECs) in respect of public buildings. For the private sector that information will essentially be a matter between buyer and seller or landlord and tenant. Public sector buildings will have a separate requirement to display a certificate showing their energy rating.
For the private sector implementation of the EPC regime is to take place in two stages during 2008. From the 6th April 2008 an EPC will be required on the sale or letting of larger commercial premises (total useful floor area over 500m2). From the 1st October 2008 an EPC will be required on the construction, sale or letting of all commercial premises. However the following exemptions will apply:
- Small non-residential buildings of less than 50m2 floor area
- Buildings used primarily or solely as places of worship
- Temporary buildings with a planned time of use of two years or less, industrial sites, workshops and non-residential agricultural buildings with low energy demand
